Our ICT industry has shown great resilience in its recovery from recent challenges. The Governemnt, business community, academia, trade associations, professional bodies and IT professionals all play mutually supportive roles in advancing Hong Kong's ICT environment, and in driving new possibilities by the wider use of ubiquitous ICT technologies and application.

While 2005 was an excellent year, I nonetheless remain vigilant. I believe the volatility seen in recent years has taugh us much and left us better prepared to deal with challenges that may affect our ICT industry. Beyond my continuing efforts in making laws that are essential to an information-based society, and monitoring the performance of the Government, I have been actively pursuing new measures, not just from momentum but for growth in our ICT industries that can be sustainable in long run.

Work Report (2004-2005) view
  Hong Kong's IT industry emerged out of the economic doldrums in 2003 with renewed vigour and hope. As the legislator representing the ICT industry, it is imperative that I push for continuous improvements and seek ways to remove restrictions or barriers at policy and regulatory level to ensure that the industry here continues to thrive. Equally important is the need for me to maintain regular dialogue with the industry to keep Government abreast of the needs and aspirations of IT professionals. A great deal of effort is also needed to monitor the performance of the Government to ensure that it operates in a more accountable and transparent manner.

Work Report (1998-2004) view
  It seems like only yesterday that we were heralding the start of the IT Functional Constituency in 1998. IT professionals after struggling for years without a voice to represent their interests, finally had a representative to work on their behalf in the Legislative Council, and for the common goal of turning Hong Kong into a world-class digital city. It was, and remains, a great privilege to serve IT professionals in Hong Kong. In this, my sixth year of service, my enthusiasm has not waned, nor has my drive or commitment in addressing any challenge which arises to ensure that the industry continues to thrive.

98年， 我參選立法會資訊科技界功能組別議席時， 建議「香港資訊城 2 0 0 5 」計劃 （Digital Hong Kong 2005）， 提出一系列建議， 希望推動政府以2005年為目標， 將香港建立成為資訊城市。Digital Hong Kong 2005不是童話，而是帶領香港加入全球數碼年代的宣言。...
