
Government ICT Procurement Policy Forum
The Government Procurement Policy Forum, co-organised by CAHK, HKCS, HKITF, WTIA, ISIA and my office was held on 5 May. Over 70 industry representatives attended for this dialogue between the industry and the Government.
Charles Mok, HKITF Ex-Officio Member, presented the industry survey results for the opinion on Government procurement policy. One of the major concerns, according to the survey, is the unlimited liability regime; questions from the stage during the panel session further confirms this observation.
Alfred Ng, Assistant Government Chief Information Officer, responded to this opinion that the OGCIO is conducting review on their procurement policy, and noticed the trend in other jurisdictions that under some conditions, certain liabiliy requirements could be relaxed; while asserting that the current unlimited liability regime is in accordance with the legal opinion of government lawyers.
It is expected the OGCIO will roll out new procurement arrangement in 2009, we want the industry opinion be heard during their review process, and this forum provided such an opportunity. Your input is the most important, and we would continue to channel industry's view to the Government.
