08/09 Budget Preview
The Financial Secretary will announce the 2008-09 Budget on 27 February. You can find the latest updates here as he delivers the Budget speech.
On 12 November 2007, the Democratic Party submitted a Budget Proposal to the Financial Secretary, with a total of 206 suggestions in 21 policy areas. I would like to draw your attention to some IT policy suggestions we proposed:
- To appropriate $20 million to set up an “Excellent Software Centre” to promote the development of quality testing and software process improvement (SPI) services, so as to develop Hong Kong into a regional software distribution centre.
- To review Government ICT procurement policy, including opening up IP rights of Government ICT projects, contract terms, “lowest bid wins” selection criteria; to employ a flexible approach which is internationally adopted in commercial contracts.
- To appropriate $4 million to explore the feasibility of setting up electronic citizen account for citizens handling all public services.
- To appropriate $4 million to support the industry to work on the establishment of “IT Professional Registration System”
- To provide the Hong Kong Computer Emergency Response Team Coordination Centre $15 million operational funding, so as to introduce a monitoring system to proactively monitor potential risks.
- To appropriate $210 million to include Internet access charge as an item of basic living expenses under the Comprehensive Social Security Assistance (CSSA) Scheme.
