Amendments about the composition of the IT functional constituency (FC)

The first and second readings of the Legislative Council (Amendment) Bill 2007 were held in the Legislative Council yesterday. The amendments on the Legislative Council Ordinance (Ch. 542) concern the composition of ITFC, updates are as follows:

  1. Section 20Z(1)(a), “Fellows and Full Members of the Hong Kong Computer Society (the Society) entitled to vote at general meetings of the Society. “Distinguished Fellows,” would be added before “Fellows”. As a Distinguished Fellow shall be a full member who has been recognized by the Council of the Society of making an outstanding contribution to the Society, the electorate base of the ITFC would not be affected.

  2. Section 20Z(1)( f ), Fellows and Corporate Members of The Institution of Electrical Engineers Hong Kong entitled to vote at general meetings of the Institution is repealed and substituted by:

    ( f ) Honorary Fellows, Fellows and Members of The Institution of Engineering and Technology Hong Kong (IETHK) entitled to vote at general meetings of the Institution who are either—
    (i) persons registered as Chartered Engineers with the Engineering Council UK; or
    (ii) Corporate Members of The Institution of Electrical Engineers Hong Kong (IEE Hong Kong) before 15 October 2002

    This amendment reflects the change of name of the Institution to IETHK, and the changes in its membership structure.


  3. Section 20Z(1)(k)(iv), “Internet & Telecom Association of Hong Kong Limited” is amended by “Communications Association of Hong Kong Limited”.

  4. Section 20Z(1)(k)(vi), the Chinese text “The Society of Hong Kong External Telecommunications Services Providers Limited”  is repealed and substituted by “香港對外通訊服務聯會有限公司”

Invitation for Submissions (Panel on ITB)

The panel of ITB will hold a public hearing on the proposed creation of a unified carrier licence. It aims to seek public views on the licence conditions, including period of validity, for the unified carrier licence and the licence fees. Interested parties please send their submission to mleung@legco.gov.hk by 7 January 2008. For details, please refer to here.
