The wish lists

Last two weeks, I submitted three wish-lists of various issues to the HKSAR government, and also to the Central government:

CEPA3
According to the normal working practice, the Central and HKSAR Government will start a new round of CEPA discussion very soon. To enable the HKSAR government officials to have a better understanding of industry's aspiration on CEPA3, I arranged a meeting with Mr. John Tsang, Secretary for Commerce, Industry and Technology, and representatives from 8 IT bodies on April 19, 2005.

At the meeting, I have submitted a CEPA3 wish list concerning 9 important IT issues that the HKSAR government should address at the CEPA3 discussion with the Mainland.

Wireless Technology
To promote the Wireless and Mobile Technology Industry, I and 4 wireless-related IT organizations -Hong Kong Retail Technology Industry Association, Hong Kong Wireless Technology Industry Association, Internet & Telecom Association of Hong Kong, Wimax Forum Asia Pacific have jointly submitted a paper to the Digital 21 Strategy Advisory Committee on 26 April 2005.

Interpretation of the Basic Law
Last week, I and several Democratic Party members were invited to attend a forum on Interpretation of the Basic Law which was hosted by Mr. Qiao Xiaoyang , the deputy secretary-general of the NPC Standing Committee.

At the event, I spoke the reasons why interpretation of the Basic Law do undermine Hong Kong's rule of law and "One-country, Two system". I also handed a submission to Mr. Qiao for urging the NPC Standing Committee not the proceed the HKSAR government's request on impending interpretation.

Budegt questions on IT related expenditure

In order to monitor the government estimates, I totally raised more than 70 written budget questions at the special meeting of the Finance Committee of the Legco.

Professionals' Perspective on Information Security Development in HK

The purpose of this survey is to make our Government be aware of the information security (IS) challenges facing Hong Kong. We will use the results of this survey to lobby the Government for a more comprehensive policy and pragmatic initiatives in IS.

News

New initiatives to support the digital entertainment and wireless industries endorsed
Digital 21 Strategy Advisory Committee endorsed a package of new initiatives, such as setting up a one-stop Digital Entertainment Industry Support Centre, an online industry portal and a Digital Entertainment Incubation cum Training Centre, as well as launching a pilot internship programme.

In addition, the government has established a new Task Force on Facilitating the Adoption of Wireless and Mobile Services and Technology, and will set up a new task force on promoting information security.

Customs charges an alleged copyright infringer of a BitTorrent case
Following the arrest on 12 Jan 2005, Customs officers have recently completed the investigation, including evidence collection and forensic examination on the seized computers. As advised by the Department of Justice, the customs brought three charges against the alleged copyright infringer under the Copyright Ordinance
