New strategy of Innovation and technology

The government announced its plan to set up R&D centres under 4 technology areas (automotive parts and accessory systems; logistics and supply chain management enabling technologies; textile and clothing; and nanotechnology and advanced materials), following the consultation exercise conducted in this summer. Under the development plan of ASTRI, technology areas of communications technologies, consumer electronics, integrated circuit design, opto-electronics and Chinese medicine, will be subsumed R&D. I think you may share with my disappointment on that IT is not put in a high priority and technology areas, which are crucial to the future development of our IT industry, like software technologies, ubiquitous technologies and IPv6, are not well addressed in the new strategy. Some IT professionals and I also advocate that information technology should be one of the focus technology areas which more resources should be allocated for nurturing IT as Hong Kong's strategic industry in order to support the sustainable growth of our economy.

No matter what you suggest or how you comment on the new strategy, I do urge you to voice out your opinion. The LegCo Panel on Commerce and Industry will discuss the new strategy in January and this is a good chance for us to let the government know our needs. HK enterprises to enjoy transitional certification arrangements
Local enterprises can apply for the Mainland's "Computer Information System Integration (SI) Qualification Certification" in Hong Kong from January 1, 2005.

A one-year transitional period will be introduced to allow local enterprises to obtain the qualification certification. Certain assessment criteria, such as the number of IT professional staff and company assets and capital, will be relaxed.
