Working Group on Closer IT Partnership with Mainland China

Exploring new business opportunities for the IT industry is one of the key foci in my new term of office. To deliver my promise, I invited several IT professionals, who have valuable experience and knowledge on Mainland IT market, to form a working group (WG) to enhance collaborations and partnership between Mainland and Hong Kong on IT matters.

In order to maximize benefits for IT industry brought by the CEPA framework, the first task of the WG is to work out a wish list for CEPA3 to HKSAR government in early 2005 for the next round of CEPA discussion. Policy address proposal to the Chief Executive (CE)
As the CE will deliver his new Policy Address in January 2005, I, together with the Democratic Party, submitted a policy address proposal on IT policies and development. Our suggestions include: facilitating the development of new industries, strengthening the information infrastructure, encouraging the public sector to wider adopt new technologies, improving information security, nurturing capable and skillful IT manpower, as well as exploring new IT markets in PRD region. Review on domain name administration policies needed

To safeguard the integrity, reliability and performance of its service, the HKDNR is not the only entity required to conduct its activities in an open and transparent manner--I believe it is also of great importance for the government to closely monitor the overall governance and administration of the HKDNR.

Media Coverage
In early December, the Mainland government proposed to implement new rules on government software procurement, which request all government organizations to buy duly certified domestic software. In my views, this new policy may not directly threaten Hong Kong software companies. However, large international software companies will definitely be affected. In order to ensure business certainty and open more business opportunities for Hong Kong software developers, I will keep my effort to urge the HKSAR government to get "national treatment" and "zero-tariff" treatment for Hong Kong software industry in China during the next CEPA discussions.

2G license renewal
According to the related TA statement, the 9 incumbent GSM and PCS licencees providing 2G mobile services will be given 15 years Mobile Carrier Licences, but no new license will be granted to CDMA and TDMA network. The Government will also launch a spectrum policy review in 2005 in order to make sure the spectrum is used in an efficient way.
