Background
Since the Government began to outsource its ICT projects in 1999, the
industry has long expressed its discontent with the procurement policy. To urge the Government to address the needs of the industry, from May 2007 to
August 2007, together with CAHK, HKCS, HKITF, ISIA, and WTIA, the Office of Mr. Sin Chung Kai conducted an industry survey to consolidate opinions from the industry. The survey was conducted in the form of questionnaire and 31 completed questionnaires were received.
Among all policy areas, the unlimited liability regime (48%) is the area with the highest number of respondents would like to see a change. Selection criteria (31%) is the policy area with the second highest.
Other identified issues include assessment on project objectives for staged
payments, preparation time for technical demonstration, remuneration for
out-of-scope tasks etc.
The arrangement of Government ICT project outsourcing has gone through
ITPSA and now SOA-QPS. The OGCIO conducted a consultation on current SOA-QPS in end 2007. It is expected the OGCIO will roll out new arrangement in 2009 upon SOA-QPS expiry. This forum hence will be a follow-up on Government ICT procurement policy, to channel industry’s views directly to the Government, with the survey results as the foundation for discussion.
Objective
The principal objective of this forum is to bring together Government ICT
project contractors and Government officials involved in the formulation of ICT procurement policy to:
- consolidate views and comments among the industry on the Government ICT procurement policy
- create a platform for the industry to directly channel their views to the Government
- provide the Government opportunities to have in-depth dialogue with the industry and further understanding on their needs
