Forum on Establishment of the Communications Authority:
How it should be done?

Objective
The Commerce Industry & Technology Bureau recently issued the consultation paper on the establishment of the Communications Authority. The government proposed to merger the Broadcasting Authority and Telecommunications Authority into a unified regulator, namely the Communications Authority, for efficient, effective and coordinated regulation of a converging electronic communications sector.

The principal objective of this important event is to raise awareness within the information and communications technology (ICT) sector, the broadcasting sector as well as the general public on:

  1. why the government has suggested the arrangements and timetable outlined in the consultation paper, and
  2. how will the proposed unified regulatory regime may impact the licensing framework, competition policies and content censorship in Hong Kong ICT and broadcasting sectors.
