Sin Chung-kai criticized ITF with low-technology focus
The Innovation and Technology Commission plans to spend the $4 billion remaining in the Innovative Technology Fund (ITF) to establish four R&D centres focusing on car parts and accessory systems; technologies to enable logistics and supply-chain management; textiles and clothing; and nanotechnology and advanced materials.

CK welcomed the change but questioned the government's apparent low-technology focus.

"The Commission doesn't work and its time for a change. But IT is not among the four focus areas; it's one of my key concerns," he said.

CK said that he would discuss with the industry in the next advisory committee for future actions to persuade Government to include IT as the major focus in ITF.

Government urged to promote wireless services and technologies
To promote further development of wireless industry, CK raised a Council Question in LegCo to push for more pilot projects be developed on wireless services and technologies.

"Given that many overseas countries, such as Taiwan and the UK are going to pursue 'Wireless City' like initiatives to develop Internet access infrastructure and applications, I believe that much efforts is needed to encourage the wider use of wireless and mobile technology," CK said.

CK urged Government to make reference to those wireless city projects taken place overseas as this will encourage public and private enterprises to establish Broadband Wireless Access infrastructure across Hong Kong.

In response to CK's question, Government revealed that the OFTA will issue a public consultation paper later this month on the introduction of class licenses on Broadband Wireless Access service. Government believed that the new license will facilitate network operators in implementing the new broadband access infrastructure so that customers can enjoy a wider coverage of wireless broadband service.

CK will continue to work on this issue and discuss with the industry in the Working Group on Wireless Technologies to explore further actions for promoting the wider adoption of wireless and mobile service and technology.

Government must act to encourage public policy researches on IT industry
CK has raised a Council Question in LegCo today regarding whether government will step up its efforts in encouraging more public policy researches on IT industry.

The reason for CK to ask this question is that while government has invested substantially in information infrastructure over the past years, research on technology policy has never been caught attention in Hong Kong. This has caused our technology policy lacking of direction, focus and innovation culture to meet the challenges imposed by new technologies.
