法庭裁定一名自號「古惑天皇」的男子，三項不誠實使用電腦罪名成立。該男子過去利用電腦BT技術，供其他用戶在網上非法下載侵權電影。

記者：政府可如何進一步打擊非法下載？

單仲偕：檢控已經是最強而有力的方法。過去市民不了解BT是犯法行為，透過成功檢控，向市民發出明確清晰的訊息：「BT」是違法行為。但政府有法律在手，也沒法阻止有人明知故犯。

記者：非法下載人數會否再次回升？

單仲偕：非法下載是無法杜絕，若有新網絡技術出現，有可能令非法下載人數回升，但傳媒和學校能提供正確使用網絡的訊息，加上有關部門監察，相信能有效打擊非法下載行為。
